York County Court of Common Pleas

The Honorable Craig Trebilcock, Judge 

 The Honorable Craig Trebilcock was elected Judge of the York County Court of Common Pleas in November   2011.  In February 2012, Judge Trebilcock established the York County Veterans Treatment Court, which seeks   to assist veterans who are having difficulty reentering civilian life after serving in combat and other military   service.  In the Veterans Court the focus is upon treatment and rehabilitation, as opposed to incarceration.   Judge Trebilcock presides as the judge on the county’s Heroin/Opioid court and Drug Treatment court, where   the focus is also upon treatment and trying to stem the tide of overdose deaths in the community.  Judge   Trebilcock also sits on the criminal court of general jurisdiction handling cases ranging from shoplifting to   murder.  Judge Trebilcock recently retired as Colonel Trebilcock, a 30-year veteran of the United States Army.   He is a graduate of the US Army War College, a recipient of the US Army’s Legion of Merit with oak leaf cluster,   the Bronze Star Medal, and the Army Commendation for Valor.

Janelle Black, Director of Legal Services & Advocacy

Janelle Black joined the YCBF as Director of Legal Services in 2016.  In this role, Janelle works collaboratively with legal services agencies and community partners to coordinate the Bar’s pro bono and legal services programs. Previously, Janelle was Manager of the Advocacy Program for the York County Economic Alliance and prior the York County Chamber of Commerce. Janelle was also a Legislative Liaison for the Pennsylvania Bar Association in Harrisburg.  Janelle is a graduate of Delaware Law School and York College of Pennsylvania. 

 

 


MidPenn Legal Services

Carrie Bowmaster, Esquire, Manager / Attorney

Carrie Bowmaster is the Deputy Director for Operations and the Managing Attorney at MidPenn Legal Services, York Office.  She has worked at MidPenn for eight years and has served as the Managing Attorney of their Chambersburg, Gettysburg, Reading and Pottsville Offices prior to York.  Carrie is a graduate of Widener University School of Law Harrisburg Campus.  Carrie has handled cases in most areas of legal services work with a special emphasis on family law. 

 


ACCESS-York & Victim Assistance Center

Tallie Van Vuren, YWCA Staff Attorney

Tallie Van Vuren obtained her Bachelor of Science in Social Work and then her law Degree from Duquesne University School of Law.  Tallie started her legal career working in Pittsburgh, Pennsylvania, practicing personal injury law. During this time, she worked on the NFL Concussion Lawsuit.  She joined the YWCA's legal department and began carrying out the YWCA's mission in June 2018. Tallie works as the YWCA staff attorney and represents victims of domestic violence through various avenues of the law while providing trauma informed care. 

 

 

Pennsylvania Immigration Resource Center

Mary Studzinski, Executive Director

  Mary Studzinski oversees a 17-person nonprofit law firm focused on providing access to legal services, education and assistance for vulnerable    indigent immigrants. While at PIRC, legal services have expanded to serve new communities and populations in the Commonwealth.

 Previously, Mary worked in financial services marketing for Citigroup and then in private consulting. After relocating to York, PA, in 1997, she     volunteered on projects in the community before joining the staff of Congressman Todd Platts as his immigration specialist.  Mary holds an MBA in     Finance from the University of Maryland, a B.S from Penn State University, and a certificate of Nonprofit Leadership from Duke University. She serves   on the Board of Directors at Wellspan Health, volunteers with the Walking Together visitation program, and is a 2018 York Federal Fellow. She lives in   York County with her husband and children.

 

York County Court Self-Help & Law Resource Center

Yorleney Remigio, Manager  

  Yorleney Remigio joined the Court Self-Help & Law Resource Center (CSHC) in 2014 and has been the manager of the CSHC since 2018. Born and    raised in York County, Yorleney started her Courthouse career in 2004 working for Pamela Lee in the Prothonotary’s office.  There, she gained
  knowledge of civil and family court laws and processes.  That experience led to her position as the CSHC Coordinator. Today, she works with
  her staff of four in maintaining the Law Resource Center and assisting self-representing litigants to promote equal access to justice for all people.  

 

 


PA 2-1-1 Contact Helpline

Dawn Zec Squire, Resource Manager for York and Adams Counties 

 Dawn Zec Squire’s job is to ensure the information regarding 750 agencies with 1200 plus services is accurate and accessible to community
 members as well as the professionals seeking to serve them.  Dawn’s background is diverse with an emphasis in advocacy within the education
 
community. She holds a masters in Restorative Practices and is a certified trainer through the International Institute of Restorative Practices,
 Bethlehem, PA. Her work at CONTACT Helpline / PA 2-1-1 also supports her volunteer efforts with the Cornerstone Youth Home project to help   families experiencing homelessness effectively connect with community services to create solutions in the areas of education, employment, health     equity and housing stability.
