Rising poverty rates along with drastic public funding cuts in York County have created

unprecedented demands for service.  The Bar has responded by building its annual-giving

campaign, to allow us to continue to support our worthy community programs, while also building

our endowment.  The Bar Foundation’s endowment is our future, providing the income in

perpetuity necessary to ensure our ethical obligation to provide access to justice for all.

Donors can designate their gifts to special projects, annual giving or to our endowment, in the following areas:

• Unrestricted purposes

• Operating or General Endowment

• Areas of interest

o Legal Aid.  A prime interest of the Bar, this endowment addresses the desperate gap in civil legal services for York County residents living in poverty.  Major recipients of funding include partners such as MidPenn Legal Services and Pennsylvania Immigration Resource Center.

o York County Courts.  The Bench of York County has been a leader in progressive programs that maximize access to support for our community members in need.  Funding has supported start up of the new Self-Represented Litigant Center and the highly successful adult treatment (drug, DUI, mental health, and veterans) courts.

Youth Initiatives.  Bettering our next generation of successful York citizens and leaders will benefit us all.  This fund is for programs encouraging respect for and understanding of the law, such as the York County Truancy Prevention Initiative, mock trial, and programs for young people interested in law-related careers.


Ethics and Professionalism.  Aimed at fostering and improving the professionalism of students, attorneys, and judges. Income from this fund could be used for activities such as mentoring, speakers, creating a lecture series, training sessions, and co-sponsoring related events with community partners.

o   William Anstine Family Fund (designated for Legal Aid)

o   Penny L. Blackwell and Jack Sanstead Fund (designated for York County Courts, with a preference for adult-treatment courts)

o   Boustead Family Foundation Fund (unrestricted)

o   CGA Law Firm Fund (unrestricted)

o   Jon C. Countess Fund (Youth Initiatives)

o   George L. Eveler Jr. and Family Fund (unrestricted)

o   T. Frederick Feldmann Memorial Fund (Ethics & Professionalism)

o   Gary M. and Karyl Lee Gilbert Family Fund (Youth Initiatives)

o   The Katherman Family Fund (unrestricted, with preference for launching and/or building programs and services)

o   Henry Lenz Memorial Fund (Juveniles and Juvenile Delinquency)

o   J. Ross & Norma R. McGinnis Fund (unrestricted)

o   The Richard P. Noll Scholarship Fund (Law School Grants)

o   The Robert W. Pullo Family Fund (Legal Aid)

o   Carolyn E. Steinhauser Fund (unrestricted)

o   Uhler-Cassimatis Juvenile Justice Fund (Youth Initiatives)

o   The Tina and Larry Young Fund (Legal Aid)


  • Hard Bargains 1777: The Bar Foundation is the fiscal sponsor for this special public art installation celebrating the agreement and adoption, in York, PA, of the Articles of              Confederation and Perpetual Union, precursor of the U.S. Constitution  Expected completion              date is 2020.

The Bar Foundation also partners with the York County Community Foundation through its

York County Bar Foundation Heritage Fund.
