The training will highlight key points pertaining to the Interstate Compact on the Placement of Children (ICPC); including jurisdictional concerns, when compact action is required, requesting and closing placements in other states, as well as what is required when completing a request and supervising a placement from another state.

The training will present a review of the Interstate Compact on the Placement of Children (ICPC). The workshop will review the history of the compact, the purpose the ICPC serves and the legal basis for the compact. The training will include information on the legal basis for establishing compacts between states, how compact law interacts with state law and federal law. Then the training will review the ICPC statute and the participating member states. It will then move to when a the movement of a child across state lines requires ICPC involvement, the jurisdiction issues/concerns involved and how this interplays with the sending and receiving states statutes. The training will review what is required for requesting a placement through the ICPC and monitoring a request from another state. Emphasis will be given to ICPC time frames and how these can be improved through communication and cooperation between agencies. It will brief review what documentation is needed to make a request, and how to address an approved or denied placement through the ICPC. Then move through closing an ICPC request or placement. The training also moves into the Interstate Compact for Juveniles (ICJ) in order to review the child welfare agencies required involvement in identifying and returning runaways from other states. The training closes with various key points that don’t fall into a specific category of placement, reviews of common mistakes made and how to address them, and other general pertinent information.
