Children in foster care are among the most educationally disadvantaged.  Frequent school moves, triggered by initial placement in foster care and subsequent placement changes, significantly undermine their academic success, often leading to poor outcomes.  Since 2008, child welfare laws have required child welfare agencies to collaborate with education agencies to ensure school stability or immediate enrollment in a new school for children in foster care.  However, there was no reciprocal legal mandate on education agencies.  The newly enacted Every Student Succeeds Act (ESSA) requires education agencies to ensure school stability and immediate enrollment for all children and youth in foster care. The new law requires collaboration between education and child welfare agencies at the state and local level, development and implementation of transportation plans, specific state plan requirements, designation of points of contact and the collection of disaggregated data regarding academic outcomes of children and youth in care.  Learn about these important new rules and requirements, changes to McKinney-Vento Act and how Pennsylvania is implementing the new law.

 

The PACLE Board approved this program for 2 hours’ substantive credit.  To receive credit, all attendees must be registered and in their seats by 12:00 p.m.  Late arrivals will receive no credit.
