2025 Liberty Bell Award

The Liberty Bell Award honors a non-attorney volunteer in the York community who has encouraged others to respect the laws and legal system, to learn more about and take an active role in the American justice system, and to take pride in our nation's system of freedom for all under the law.

We are proud to recognize Barbara Woodmansee as the 2025 Liberty Bell Award recipient. For more than four decades, Barbara has been a dedicated advocate for justice, civic engagement, and community service in York County.

From the moment she and her family made York their home, Barbara has worked tirelessly to educate and inspire others about their rights. She helped establish and later chaired the York County Task Force on Domestic Violence, bringing together community partners to create real protections for victims. Her leadership was instrumental in implementing a risk assessment tool now used by law enforcement.

Through her work with the American Association of University Women, Barbara has championed voter engagement and supported students in learning how to take action on the issues that matter most to them. She is also guiding York College in becoming an AAUW affiliate, which will open doors for students to connect with valuable advocacy resources.

Barbara leads by example. She has a perfect voting record, actively engages with legislators, and is known for her persistence and passion. Her efforts continue to motivate others to take part in our democracy and ensure that every voice is heard.

The Liberty Bell Award honors individuals who strengthen freedom under the law. Barbara’s lifelong commitment to advocacy and her ability to inspire others make her an outstanding and deserving honoree.
